L1: Multi-Expert OWEM

What: 4+ sovereign experts (compliance, defense, intuition, voice). Each OWEM has its own brain.

Capability: Sovereign brain for 4/5 OWEMs. Oracle fallback only on signature failures.

Status: PENDING COLAB ยท ~2-4 hours to complete

L2: Multi-Lineage OWEM

What: Each expert exists in MULTIPLE pretraining lineages (qwen, llama, deepseek). Decorrelated.

Capability: ฯ-measured decorrelated voters per OWEM. Real fault tolerance.

Status: FUTURE

Per ฯ Measurement: 10/20 measured configs already decorrelated (ฯ<0.3)

L3: Federated OWEM

What: Multiple substrates each running their own OWEM. Cross-substrate federation.

Capability: Substrate A's OWEM + Substrate B's OWEM can vote on shared proposals.

L4: Multi-OWEM Ecosystem
