Found the optimal training config for the sovereign brain.

2. Chain-of-Thought Reasoning

Every OWEM response now has step-by-step reasoning:

compliance: 4-step framework analysis
defense: 4-step threat assessment
voice: 3-step charter truth
general: 3-step logical analysis

3. Continual Learning

Prevents catastrophic forgetting:

Replay buffer (500 examples, sorted by score)
EWC proxy (Fisher info from weight magnitude)
Learning event log (full audit trail)

4. Self-Consistency (future)

Sample 3× and vote on consensus. Planned for sovereign brain v2.

Per recent research: self-consistency improves accuracy 10-20% on arithmetic, commonsense, symbolic reasoning.
