What Is AUKUS?

AUKUS is a trilateral security partnership announced on 15 September 2021 between Australia, the United Kingdom, and the United States. It has two pillars:

• Pillar I: Nuclear-powered submarines for the Royal Australian Navy (SSN-AUKUS). UK and US to provide nuclear-powered submarines to Australia from the late 2030s, with interim US Virginia-class boats from the early 2030s.
• Pillar II: Advanced capabilities cooperation across 8 technology areas — AI and autonomy, quantum, undersea, hypersonics, cyber, EW, innovation/info-sharing, and deterrence. This is where DEFONEOS operates.

Why DEFONEOS Fits AUKUS

1. Open Source = Instant Trilateral Sharing

AUKUS Pillar II requires rapid technology sharing between Australia, UK, and US. Traditional defence procurement takes 5–10 years to clear export controls for each technology transfer. Open source eliminates this: the base DEFONEOS platform is Apache 2.0 licensed. Any AUKUS partner can deploy their own instance today. No export licence required. No ITAR restrictions on the open-source base.

Each partner then deploys their classified extensions on top — those stay sovereign. The sharing is at the platform level, not the data level.

2. Sovereign by Design

Each AUKUS partner runs its own DEFONEOS instance on its own sovereign soil:

No shared cloud. No single point of failure. No vendor controlling all three instances. Sovereignty preserved at the infrastructure layer.

3. Interoperable via A2A Protocol

DEFONEOS instances across AUKUS partners communicate via the Agent-to-Agent (A2A) protocol — a W3C-standardised JSON-LD agent card format. This allows:

• Federated intelligence queries (UK instance asks AU instance for regional maritime data)
• Cross-partner swarm coordination (UK + AU drone swarms sharing telemetry)
• SIGIL receipt exchange (cryptographic proof chains spanning all three partners)
• Joint BFT council votes (trilateral governance without centralised control)

4. UK Contribution, Not US Re-skin

DEFONEOS is British-built, British-owned, British-governed. Unlike Palantir (US-owned, subject to US CLOUD Act, In-Q-Tel funded), DEFONEOS is:

• Owned by CSOAI Ltd (UK Companies House 16939677)
• Built in Yorkshire, UK
• Governed by a 33-agent BFT council with a UK-domiciled charter
• Hosted on UK sovereign infrastructure by default
• Not subject to US CLOUD Act data requests for the UK instance
• Not subject to US ITAR for the open-source base

This makes DEFONEOS the UK's sovereign AI contribution to AUKUS — not re-skinned American technology, but a genuinely British platform that partners can trust.

AUKUS Interoperability Standards

Export Control & Classification

Open-Source Base (Apache 2.0)

The core DEFONEOS platform — all 30 MCP servers, the SOV3 hub, the BFT council, the SIGIL chain — is published under Apache 2.0. This means:

• No UK export licence required for the base software (open-source is generally exempt from UK Strategic Export Control)
• No ITAR restriction in the US (open-source software is not on the US Munitions List)
• No Australian export control for the base (Defence Trade Controls Act exempts public domain software)
• Instant deployment across all three AUKUS partners without months of export clearance

Classified Extensions

Each partner builds their own classified extensions on top of the open-source base. These are not shared — they stay sovereign. Examples:

• UK: GCHQ-specific threat intelligence feeds, MOD classified sensor adapters
• US: NSA SIGINT integrations, DoD JWICS connectivity
• AU: ASD regional intelligence, DSTG-specific research modules

The sharing happens at the platform and protocol layer. The secrets stay home.
