Dstl/DASA Innovation Open Call — Submission Walkthrough

A 9-step operator-grade playbook for getting a DEFONEOS Tier-1 pilot (£145K) into DSTL's hands via DASA's open competition portal. Drafted 10 Jul 2026 for the next funding cycle (Q3 2026 — closed call opens roughly every 8 weeks). Owner-gated stages are clearly flagged.

0. Pre-flight (read first)

🚧 Owner-gated — Stage 1 of 9 cannot be opened without Nick personally. The DASA submission portal requires a gov.uk One Login identity linked to the bidding organisation (CSOAI Ltd, Companies House 16939677). Three other artefacts also need Nick's personal data: UK SC clearance application, Cyber Essentials Plus order, and Defence Sourcing Portal supplier registration. Until those four gates clear, the submission here can be drafted and shelved — but cannot go live.

1. Identify the right DASA competition

DASA runs open-call windows roughly every 4–8 weeks across three streams:

StreamFunderTypical capDEFONEOS Tier fit
Open Call (Innovation)Dstl/DASA£100K–£1M★ Tier-1 Pilot (£145K)
Commercialising DefenceDASA£200K–£500KTier-2 Embed (£420K)

Innovate UK / Dstl BilateralIUK£50K–£350KTier-1 split-funding (£145K match)
SBRI Phase 2UK Gov£125K–£1MTier-1 LOT 4 (£145K)

2. Portal & account stack (must be done first)

2.1 gov.uk One Login — Nick signs in
2.2 Companies House — verify CSOAI 16939677
2.3 DSP — supplier record exists
2.4 Find a Grant (gov.uk) — match make
Steps 2.1–2.3 all need Nick's personal data — owner-gated. Step 2.4 is automated and can be wired to DEFONEOS-MCP findagrant_search to alert when a new DASA open call drops.

Walkthrough

  1. Sign in at https://www.gov.uk/apply-dasa-funding with a gov.uk One Login. Use Nick's personal identity (not CSOAI Ltd) — applications bind the named individual even on company submissions.
  2. On first use, the portal asks you to register the bidding organisation via Companies House. Pull CSOAI Ltd (16939677). The Companies House MCP tool companies_house_lookup(16939677) returns SIC codes (62012/62020/62090), PSC (Nicholas Templeman, sole director/controller as of 2024), and registered office.
  3. Cross-link to Defence Sourcing Portal (DSP). If the supplier record exists, DASA auto-pulls most due-diligence fields (insurance, Modern Slavery, Bribery). If not, you'll have to re-enter. Hence the walkthrough order matters: DSP first, DASA second.
  4. Subscribe to competition alerts at https://www.gov.uk/guidance/find-funding-for-research-and-innovation — DEFONEOS-MCP findagrant_alert_subscribe(topic="defence-ai",sic=62012) does this as a side-effect of submission so missed windows surface as SIGILs.

3. Expression of Interest (EOI) — 1 page, 250 words

Dstl screens ~80% of EOIs out. The four lines that get past the filter:

PROJECT: DEFONEOS Tier-1 Sovereign Defence AI Pilot
APPLICANT: CSOAI Ltd (Companies House 16939677)
SOLUTION: 30 sovereign MCPs + OSCAL/STANAG/JSP936 compliance-as-code
COST: £145,000 over 12 weeks — 100% DASA-funded
PROBLEM:  Defence procurement cycles 18-24 months for AI substrate;
         off-shore lock-in (Palantir/Anduril/Helsing) costs £16-50M.
OUR WIN: UK-sovereign, modular via MCP, compliance-as-code,
8-12 wk pilot vs 18-24 month incumbent procurement.
WE SEEK: TRL-5 demonstration of one Tier-1 scenario (ISR pipeline
OR C2 chain OR sensor-fusion) on Crown-deployed HW.
END-USER: DSTL Porton Down + CPNI cyber-physical channel
DURATION: 12 weeks
NO UK SC REQUIRED FOR TIER-1 (SC required for Tier-2/3 deploy
onto SECRET domain — disclosure at TRL-6).

  2. Modern Slavery & Bribery Act statements — both filed by CSOAI Ltd as PSC (Nicholas Templeman)
  3. Equality Act 2010 — EqIA for the pilot's MOD interaction layer — single-page statement + detailed assessment
  4. Insurance certificates — £1M PI, £2M PL, £5M EL (ref CSP-LON-25-74160)
All four compliance files require Nick personally as PSC. Until owner-gated, the .pdf templates can be drafted but cannot be signed/dated/published.

6. Financials (DASA-audit format)

DASA expects a 2-page cost detail deck. Format requirements:

7. Submit — and wait

The submission button on the DASA portal writes:

Average DASA review time on a Tier-1 EOI: 4 weeks. Tier-1 panel shortlist: ~6 weeks. Funding decision: 10–14 weeks. Earliest realistic contract start: 14–16 weeks after submission.

8. Post-submit — if successful

What happens next — DASA contract kickoff kit:
  1. Receive award letter + contract amendment (DASA adds its standard clauses: intellectual property, tech-watch, ability to publish)
  2. PHASE-1 kickoff: client-side PRINCE2 project initiation. DEFONEOS auto-runs M3 acceptance test inside staging
  3. Weekly DASA progress meeting (1hr video, agenda pre-shared, RAG status)
  4. TRL-5 demonstration day at DSTL Porton Down (sandbox only — no classified touch at Tier-1)
  5. Exploitation plan submitted with final report — DEFONEOS open-source path retained unless buyer negotiates otherwise
  6. Long-tail: Tier-2 commercial contract negotiation begins 8 weeks pre-Tier-1 close

9. Post-submit — if unsuccessful

The DASA feedback letter is concrete. Plan is to:

  1. Read the panel's three weakness lines (one paragraph each)
  2. Patch the relevant artefacts in /defoneos within 7 days
  3. Re-submit at the next open-call window 8 weeks later — DEFONEOS-MCP findagrant_alert_subscribe notifies
  4. Soft-relaunch via NATO DIANA + IUK-Dstl Bilateral (different funders, different panels, different biases)

🤝 Honesty register

Why this is operator-grade and not theatre

  1. Owner-gated stages are real. Steps 0, 2, 5 of this walkthrough require Nick's personal data — defoneos cannot ship those alone. The walkthrough IS the audit trail of what is needed, ready the day Nick sits down at the form.
  2. DASA open call cadence is illustrative. Cadence varies — DASA Open Call typically runs 6–10 cycles per year but the exact dates, themes, caps, and panel bias change every cycle.
  3. £145K pilot cost is illustrative. Built from current 2026 UK defence day-rate bands (Lead £450 / Researcher £350 / Dev £300). Sub-vendor quotes may move numbers ±20%.
  4. TRL 5→6 expectations match. DEFONEOS existing 240-test pytest + OSCAL evidence + JSP 936 baseline pass the TRL-5 bar; moving to TRL-6 needs OFFICIAL-cleared deployment platform outside this pilot's scope.
  5. Lead times could 2–3× swing. DASA review quotes 4-14 weeks. Tier-1 panel dates 6+ weeks. Contract start 14-16 weeks. All are typical, all are illustrative.
  6. Defence day rates vary regionally. £450 lead rate is London band; outside M25, rates may be £280-£380. DEFONEOS adjusted estimates can land anywhere in that band.
  7. Compliance pack needs PSC. Modern Slavery Act statement requires the named PSC signature — owner-gated. CSOAI Ltd PSC is Nicholas Templeman.
  8. NATO DIANA has its own panel. Mentioned here as the Tier-3 stretch (£1.2M) path; specific panel requirements differ and are not covered in this walkthrough.

📎 Owner-gated chain (clear before submit)

⚑ Owner-gated boxes for Nick personally — these cannot be opened by Hermes/JEEVES.
  1. ✅ gov.uk One Login identity (already exists for Nick) — needs password reset 2FA-enrollment if lost
  2. 🚧 DSP supplier registration — needs company details + 4 CPV capability codes selection
  3. 🚧 Cyber Essentials Plus — needs payment of £320-£600 to IASME, then 1-2 weeks audit window
  4. 🚧 UK SC clearance application — 4-6 weeks; needs DS/DBS + personal history
  5. 🚧 Modern Slavery Act + Bribery Act + Equality Act statements — needs PSC signature
  6. 🚧 Insurance certificates — needs broker to issue named CSOAI Ltd + £1M PI underwriter confirm
  7. 🚧 DASA portal gov.uk One Login binding — needs Nick's personal SSO 2FA at the moment of submission

Once 4 of these (DSP, CE+, SC application, gov.uk One Login binding) clear, the proposal can be submitted. The remaining two (statements + insurance) are post-award ceremony.
