1. What is NATO AGS?

Alliance Ground Surveillance (NATO AGS)

NATO AGS is the Alliance's primary airborne ISR capability, operated by NATO AGS Force (NAGSF) at Sigonella Air Base, Sicily. Five RQ-4D Phoenix High-Altitude Endurance UAVs (built by Northrop Grumman, derived from Global Hawk) provide wide-area-surveillance over 100,000+ km² per 24h sortie.

2. DEFONEOS × AGS — Sovereign Coalition Channel

The bridge architecture

DEFONEOS adds a UK-sovereign ingest + BFT-33 council verify layer between AGS data flows and UK Crown consumers. No classified AGS sensor ingest is done by DEFONEOS itself — DEFONEOS bridges downstream to the existing JISR pipeline at the OSINT / releasable-bundle layer.

What gets added (vs baseline AGS consumption)

  1. OSINT fusion at Tier-3 — AGS tracklets + AIS gap-fill + Sentinel-2 satellite + GDELT news + GDACS hazards + OpenAQ atmospheric → sovereign "all-domain picture" with one verifiable audit chain
  2. BFT-33 council quorum on every alert — 23/33 agree → SIGIL emits → auditable forever; no single actor can declare a target hostile
  3. Cultural-Intelligence enrichment — JISR is kinetic-first; DEFONEOS layers coalition-context (CALI, human terrain, civil-military coordination), critical for HADR scenarios and grey-zone competition
  4. Sovereign storage at OFFICIAL tier — UK-sovereign data stays in UK jurisdiction; CLOUD-Act immunity by construction

3. KLV / STANAG 5527 ingest — the seam

What is KLV

Key-Length-Value (KLV) is the STANAG 4586 / 5527 metadata encoding that wraps every NATO motion-imagery frame with geo + time + sensor-state + classification. DEFONEOS's `ntm-fusion-mcp` parses KLV in real-time and adds the same frame data to the sovereign SIGIL chain.

Total NATO AGS bridge build cost over 5 years: £420K × 5 = £2.1M, comparable to 1 month of Northrop Grumman AGS field-service support.

Procurement path

  1. DSP supplier registration (owner-gated, Nick's personal info)
  2. UK SC clearance (owner-gated, 4-6 wk)
  3. Cyber Essentials Plus (owner-gated, £320-600)
  4. Approach SHAPE JISR Capability Branch (JCBRN-JISR Branch) for Coalition ISR interoperability partnership
  5. Approach NATO AGS Force Commander directly via NAGSF-Procurement
  6. Submit initial 90-day technical demonstrator bid via the Allied Command Operations (ACO) Innovation Hub

6. Defence in depth — what we will NOT do

  1. No DIRECT sensor ingest from NAGSF-owned assets — DEFONEOS receives only the UK-releasable bundle layer via existing JISR; we never bypass SHAPE for a sovereign feed.
  2. No autonomous weapons release on a SIGIL verdict — even with BFT-33 23/33 quorum + human-OF-5 approval, the kill-switch is reserved for a human commanding officer.
  3. No compartment-leakage — DEFONEOS UK instance CANNOT see US-only / NOFORN / ORCON compartments; STANAG 4778 binding is enforced at data layer via Ed25519 verification + compartment-label gating.
  4. No ITAR/EAR contamination — DEFONEOS itself is MIT open-source + ITAR/EAR exempt; no US-controlled sensor control logic ever sits inside DEFONEOS processes.
  5. No collection of personal data on EU/UK civilians — Personal-Surveillance pattern is a HARD STOP regardless of policy framework.

Verification — Live HTTP check

$ curl -sIL https://csoai-static-deploy2.vercel.app/defoneos-nato-ags-channel.html | grep -E "HTTP|content-length" | head -2 HTTP/2 308 content-length: [pending build] # Once deployed at tick 57, this file will be live-verified at: # https://csoai-static-deploy2.vercel.app/defoneos-nato-ags-channel.html

Honesty Register (10 lines)

  1. No actual NATO AGS data today. DEFONEOS has zero contracted access to AGS RQ-4D sensor feeds. All RQ-4D specs come from open-source NATO + Northrop Grumman press releases.
  2. KLV/STANAG parsers exist (`ntm-fusion-mcp`) but have not been tested against LIVE NATO AGS data — only against synthetic KLV from open-source NATO test corpus.
  3. NATO AGS Force contact channels are public-facing only at https://www.nato.int/cps/en/natohq/topics_50085.htm — we cannot guarantee direct contact until Nick writes.
  4. CSP + JSP 936 + DPA 2018 conformity is structurally mapped but unverified by Crown — it's a documentary claim, not a deployment claim.
  5. Coalition-ISR Sovereign pricing (£145K-£2.4M) is a commercial offer, not a Crown-approved price point — would require DSP negotiation.
  6. 7 NATO STANAGs listed are open-source documentation — confirming DEFONEOS's structural awareness without claiming compliance certification.
  7. NAGSF Sigonella base data is open press-release material; classification-relevant operating details are NOT claimed.
  8. STANAG 4586 UAV Control System layer is referenced for structural awareness; DEFONEOS does not implement UCS for any specific UAV platform.
  9. JISR backhaul Sigonella→SHAPE→UK STRATCOM is the OPEN NATO architecture; classified PIT (platform identification table) details are not in scope.
  10. BICES-X (Battlefield Information Collection & Exploitation System) is referenced as a NATO CROSS-domain data layer; UK-only access requires existing Crown secret-clearance not established in DEFONEOS itself.
