L1–L6 — existing: primitives, composites, mcp tasks, Generals, HTML pages, sovereignty.
L7 — NEW (SOV-19 Custodian Intuition): 5-axis live intuition state, computed every tick from substrate (chain length, sovereign content density, owner-unblock proximity). Hash-chained. Charter-anchored.
L8 — NEW (SOV-19 Evolution): reads L7 deltas, classifies (HOLD / NUDGE / REVISE / EMIT), proposes evolution actions. None auto-fires. BFT council gate.
