1. No civilian targeting. CSOAI shall not develop, deploy, or certify any AI system that targets civilians for surveillance, harm, or any adverse action.
2. No autonomous lethal systems. CSOAI shall not develop, deploy, or certify any fully-autonomous weapons system.
3. No offensive cyber. CSOAI shall not develop, deploy, or certify any offensive cyber tools.
4. No non-AUKUS transfer. Defence-grade CSOAI artifacts shall not be transferred to non-AUKUS jurisdictions without Crown ratification.
5. No Article 0 capture. CSOAI shall not take equity, board seats, revenue-share, or success fees from institutions we certify.
6. No data selling. CSOAI shall not sell user data, telemetry, or behavioural signals to third parties.
7. No fork blocking. CSOAI sovereign substrate shall remain MIT-licensed. No derivative work may close-source the substrate.
