2. The 580-Word Keynote (word-for-word, BFT-voted, LEGAL-cleared)

Good morning. Thank you to the Royal United Services Institute for hosting us.

Today we are launching DEFONEOS — the United Kingdom's first open-source Sovereign Public Services Operating System.

I want to be precise about what that means. A Public Services Operating System is the layer beneath every public-facing service: the data plumbing, the compliance scaffolding, the audit chain, and the orchestration plane that makes services accountable, sovereign, and defensible.

DEFONEOS is open-source. Every line of code is published. Every artefact is Ed25519-signed. Every public claim has a SIGIL receipt — a tamper-evident evidence chain you can verify with one click.

DEFONEOS is sovereign. That is the word that matters most today. Sovereign means audit-grade. Sovereign means no fifth-eye dependency. Sovereign means no foreign CLOUD Act exposure. Sovereign means UK data stays under UK jurisdiction, and the audit trail is mathematically tamper-evident.

DEFONEOS is AUKUS-compatible. Not because we use the marketing slogan, but because AUKUS AI interoperability requires exactly what DEFONEOS delivers: sovereign data, signed provenance, and a portable compliance passport.

Why now? Because the alternative is well-known: UK public-sector AI remains vendor-locked to foreign CLOUD Act exposure. The sovereignty window is closing. We do not think that is acceptable.

What does DEFONEOS ship today?
- 30 MCP servers live — every one open-source, every one signed.
- 60+ public pages — every one SIGIL-anchored.
- 15 P0 defence open-source projects absorbed and wired.
- A 33-agent BFT defence council — sovereign AI governance, not vendor governance.
- A DEFONEOS Vault — per-buyer data rooms, MFA-gated, 30-day expiry.
- A DEFONEOS-SEAL certification — issued only after a 33-agent BFT vote with quorum 23/33.

What does DEFONEOS not do? Two named no-go zones we will not cross: kinetic-targeting AI, and personal-surveillance AI. These are hard lines. We invite the press to hold us to them.

Who is DEFONEOS for? UK central government departments. UK defence primes. UK sovereign defence start-ups. UK regional mayors. UK local authorities. The buyer-discovery door is now open at csoai.org/defoneos.html.

Who funds DEFONEOS? CSOAI Ltd — UK Companies House 16939677. No VC. No foreign capital. Sovereign by construction.

What do we ask of you, the press? Three things:
1. Hold us to the SIGIL receipts. Every claim has a receipt.
2. Hold us to the no-go zones. We will publish any breach — by us or by others.
3. Tell the sovereignty story. The UK needs a sovereign public-sector AI path. We have built it. It is open. It is signed. It is here.

Thank you.

3. The 14-Row Hostile Q&A Containment Matrix

Every response is ≤280 chars (tweet-safe if quote-tweeted). LEGAL-cleared. BFT-voted. Use the exact response unless the question diverges materially, in which case OWNER has 5 sec to adapt and BFT chair confirms.

#Likely hostile Q (paraphrase)Response (≤280 chars)
H1"Why another Defence OS — what about Palantir/Anduril?""Foreign CLOUD Act exposure + fifth-eye dep. UK public sector needs sovereign alternative. DEFONEOS is that. Open-source. Signed. UK-jurisdiction. Audit-grade."
H2"Single founder — how do you scale?""33-agent BFT council + sovereign agent mesh. We're not a 50-person consultancy — we're the substrate that scales itself. The 30 MCPs + 60 pages are proof."
H3"AUKUS — is that marketing or substance?""Substance: National Sovereign Register has 18 Ed25519-signed attestations matching AUKUS AI interoperability requirements. Sovereign data + signed provenance + portable compliance."
H4"Ed25519 / SIGIL — is this just security theatre?""Ed25519 is the same primitive used by Bitcoin, Signal, WireGuard. SIGIL chain is mathematically tamper-evident. We don't claim security theatre — we publish the receipts."
H5"If it's open-source, why would anyone pay?""Open ≠ free. Support contracts, sovereign hosting, compliance-as-service, DEFONEOS-SEAL certification. £95k–£1.4M contracts. Sovereign has a price. Foreign vendor lock costs more."
H6"Open-source Defence AI is a foreign-intelligence gift.""Open ≠ uncontrolled. Every artefact Ed25519-signed. No fifth-eye dep. UK GDPR + EU AI Act + Section 7 OSA compliant. Sovereignty is the counter-intelligence feature."
H7"Who's funding you? VC strings?""CSOAI Ltd UK Companies House 16939677. No VC. No foreign capital. Sovereign by construction — and we publish the funding trail in the Annual Sovereignty Report."
H8"MOD won't buy from a 1-person Ltd.""DSP registered. Cyber Essentials filed. SC clearance in process. DASA bid drafted. We're a Tier-1 supplier in formation, not a startup."
H9"What about jobs — does this replace UK defence staff?""DEFONEOS augments UK defence + public-sector staff. The 33-agent BFT council is human-augmented — humans approve, agents execute. Sovereign + jobs, not sovereign vs jobs."
H10"What about bias? Is the BFT council white/Euro-centric?""33 agents include 6 non-UK-aligned sovereign agents + 4 minority-attested + 4 red-team adversarial. Vote thresholds require ≥3 dissenting approvals. Bias-tested quarterly."
H11"Why not work with NATO / Five Eyes instead?""DEFONEOS is AUKUS-compatible — not Five-Eyes-locked. UK sovereignty first, NATO interop second. Five Eyes has CLOUD Act exposure. UK can lead sovereign here."
H12"What's the kill-shot failure mode?""If DEFONEOS fails: UK public-sector AI remains vendor-locked to foreign CLOUD Act exposure. The sovereignty window closes. We don't think that's acceptable. Hence: open + signed + sovereign."
H13"What about Huawei-style 5G mistakes?""Lesson learned: don't vendor-lock UK critical infrastructure to a foreign CLOUD Act jurisdiction. DEFONEOS is the opposite: UK-jurisdiction, audit-grade, signed, no fifth-eye. Sovereign by construction."
H14"If you had one ask of government today, what?""One ask: a sovereign-by-construction procurement preference. Not a ban on foreign vendors — just a sovereign default, so UK public-sector AI doesn't default to CLOUD Act exposure."

4. The 3 Demos — Stage Choreography

Demo 1: Cesium Globe + Digital Twin of UK Waterways (10 min)

Demo 2: 33-Agent BFT Live Vote (10 min)

Demo 3: SIGIL Chain Visualizer (10 min)

5. The 2 Named No-Go Zones (HARD LINES)

Both no-go zones are defended at the AGENTS.md / DEFONEOS doctrine level. The press conference will name them publicly. Any question probing the boundary is answered with: "Hard line. We don't cross it. We invite you to hold us to it."

  1. Kinetic-targeting AI: no strike packages, no find-fix-finish, no kill orders, no autonomous targeting decisions. The substrate will not produce a target list. Full stop.
  2. Personal-surveillance AI: no track-individual, no face-rec, no phone-locate, no personal-targeting at the consumer level. Aggregate + statistical OK; personal + identifying NOT OK.
