Good morning. Thank you to the Royal United Services Institute for hosting us. Today we are launching DEFONEOS — the United Kingdom's first open-source Sovereign Public Services Operating System. I want to be precise about what that means. A Public Services Operating System is the layer beneath every public-facing service: the data plumbing, the compliance scaffolding, the audit chain, and the orchestration plane that makes services accountable, sovereign, and defensible. DEFONEOS is open-source. Every line of code is published. Every artefact is Ed25519-signed. Every public claim has a SIGIL receipt — a tamper-evident evidence chain you can verify with one click. DEFONEOS is sovereign. That is the word that matters most today. Sovereign means audit-grade. Sovereign means no fifth-eye dependency. Sovereign means no foreign CLOUD Act exposure. Sovereign means UK data stays under UK jurisdiction, and the audit trail is mathematically tamper-evident. DEFONEOS is AUKUS-compatible. Not because we use the marketing slogan, but because AUKUS AI interoperability requires exactly what DEFONEOS delivers: sovereign data, signed provenance, and a portable compliance passport. Why now? Because the alternative is well-known: UK public-sector AI remains vendor-locked to foreign CLOUD Act exposure. The sovereignty window is closing. We do not think that is acceptable.
