Good morning. Thank you to the Royal United Services Institute for hosting us.

Today we are launching DEFONEOS — the United Kingdom's first open-source Sovereign Public Services Operating System.

I want to be precise about what that means. A Public Services Operating System is the layer beneath every public-facing service: the data plumbing, the compliance scaffolding, the audit chain, and the orchestration plane that makes services accountable, sovereign, and defensible.

DEFONEOS is open-source. Every line of code is published. Every artefact is Ed25519-signed. Every public claim has a SIGIL receipt — a tamper-evident evidence chain you can verify with one click.

DEFONEOS is sovereign. That is the word that matters most today. Sovereign means audit-grade. Sovereign means no fifth-eye dependency. Sovereign means no foreign CLOUD Act exposure. Sovereign means UK data stays under UK jurisdiction, and the audit trail is mathematically tamper-evident.

DEFONEOS is AUKUS-compatible. Not because we use the marketing slogan, but because AUKUS AI interoperability requires exactly what DEFONEOS delivers: sovereign data, signed provenance, and a portable compliance passport.

Why now? Because the alternative is well-known: UK public-sector AI remains vendor-locked to foreign CLOUD Act exposure. The sovereignty window is closing. We do not think that is acceptable.

What does DEFONEOS ship today?
- 30 MCP servers live — every one open-source, every one signed.
- 60+ public pages — every one SIGIL-anchored.
- 15 P0 defence open-source projects absorbed and wired.
- A 33-agent BFT defence council — sovereign AI governance, not vendor governance.
- A DEFONEOS Vault — per-buyer data rooms, MFA-gated, 30-day expiry.
- A DEFONEOS-SEAL certification — issued only after a 33-agent BFT vote with quorum 23/33.

What does DEFONEOS not do? Two named no-go zones we will not cross: kinetic-targeting AI, and personal-surveillance AI. These are hard lines. We invite the press to hold us to them.

Who is DEFONEOS for? UK central government departments. UK defence primes. UK sovereign defence start-ups. UK regional mayors. UK local authorities. The buyer-discovery door is now open at csoai.org/defoneos.html.

Who funds DEFONEOS? CSOAI Ltd — UK Companies House 16939677. No VC. No foreign capital. Sovereign by construction.

What do we ask of you, the press? Three things:
1. Hold us to the SIGIL receipts. Every claim has a receipt.
2. Hold us to the no-go zones. We will publish any breach — by us or by others.
3. Tell the sovereignty story. The UK needs a sovereign public-sector AI path. We have built it. It is open. It is signed. It is here.

• 33-agent BFT council opens voting panel on screen — agent names + voting avatars.
• Real-time vote counter. Threshold: 23/33 to pass.
• Result: e.g. 28 approve, 4 amend, 1 reject. PASS.
• BFT chair: "This is sovereign AI governance. Not vendor governance. 33-agent BFT, every vote on the SIGIL chain."

Demo 3: SIGIL Chain Visualizer (10 min)

• OWNER cues ENG at 11:38: "Show us the SIGIL chain."
• Visualizer loads: every artefact, every receipt, every Ed25519 signature rendered as a directed acyclic graph.
• ENG clicks any node: full evidence pack opens.
• Click any signature: live Ed25519 verification animation.
• End: "Every claim has a receipt. You can verify. You can challenge. You can SIGIL-anchor your own."

Both no-go zones are defended at the AGENTS.md / DEFONEOS doctrine level. The press conference will name them publicly. Any question probing the boundary is answered with: "Hard line. We don't cross it. We invite you to hold us to it."

1. Kinetic-targeting AI: no strike packages, no find-fix-finish, no kill orders, no autonomous targeting decisions. The substrate will not produce a target list. Full stop.
2. Personal-surveillance AI: no track-individual, no face-rec, no phone-locate, no personal-targeting at the consumer level. Aggregate + statistical OK; personal + identifying NOT OK.
