DEFONEOS submits to NATO DIANA Cohort 5 with the UK sovereign-by-design defense AI upper substrate: SOV3-small + SOV3-large sovereign weights, 33-agent BFT council with cryptographic attestation, DEFONEOS-SEAL credential (9-regime cross-walked), and 6 SLA tiers with named insurance + escrow. Built for UK AISI · EU AI Act · EU CRA · NCSC SC-01 CAF v3.1 · ISO 42001 · NIST AI RMF. Funding ask: $100k seed + $1M scale to (i) fine-tune SOV3-small v3 for NATO challenges, (ii) validate against NATO DIANA test centre, (iii) issue DEFONEOS-SEAL Bronze credential, (iv) advance to Phase 2 with SOV3-large v3 + Gold SEAL + 3-NATO-nation procurement validation. The challenge for NATO is: allied interoperability without sovereign compromise. Today, NATO allies use US-controlled AI infrastructure (Microsoft Azure / AWS GovCloud / Google Public Sector) — creating sovereignty risk + supply-chain risk + data-residency risk for non-US allies. DEFONEOS solves this with a sovereign-by-construction alternative: weights, SIGIL chain, and SEAL credential all UK-sovereign; BFT council 31/33 non-vendor-controlled; ESCROW with NCC Group (UK) + Iron Mountain (US); Mac M2/M4 inference + air-gap option. NATO DIANA Cohort 5 is the right vehicle to validate this against 3-NATO-nation procurement pathway.
DEFONEOS is a 4-tier sovereign AI substrate: (i) sovereign weights (SOV3-small 9B, SOV3-large 30B-A3B MoE, Liquid-KAN-MoE 13B active, Sovereign-Defence-secured 9B air-gap + escrow), (ii) sovereign inference (Mac M2/M4 + GCP VM + on-premise, all SIGIL-attested), (iii) sovereign governance (33-agent BFT council with 31/33 non-vendor members, Ed25519 SIGIL chain, DEFONEOS-SEAL credential cross-walked to 9 regimes), (iv) sovereign deployment (6 SLA tiers Bronze→Sovereign-Air-Gap, named insurance £67M aggregate, NCC Group escrow). For NATO Cohort 5, DEFONEOS proposes: (a) Phase 1: fine-tune SOV3-small v3 for NATO + defence corpus, deploy to NATO DIANA test centre, issue DEFONEOS-SEAL Bronze, complete red team cycle; (b) Phase 2: deploy SOV3-large v3 production, issue DEFONEOS-SEAL Gold, validate against 3 NATO member nations' procurement, sign first pilot agreements.
